2026 MUNICIPAL GENERAL ELECTION INFORMATION
The General Election will be held on Tuesday, November 3, 2026. A Runoff Election, if necessary, will be held on Tuesday, November 24th, 2026. The two candidates receiving the highest number of votes shall each receive a four-year term and the candidate receiving the third highest number of votes shall receive a two-year term.
The following three Village Commission seats will be open for election:

· Jonathon Groth
· Daniel Samaria

Qualifying Period to Become a Candidate
The qualifying period for the general election will open on Monday, August 10th, 2026, at 9:00am, and close on Friday, August 21st, 2026, at 12:00noon. Candidates are to qualify at the Office of the Village Clerk, 640 NE 114th Street, Biscayne Park, FL 33161.

Important! To become a candidate for the November 3, 2026 election, the following documents must be filed with the Village Clerk PRIOR to opening a campaign account, receiving contributions, or making any expenditures:
1. DS-DE 9 (PDF) Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates - must be filed prior to opening the campaign account and prior to accepting contributions or making expenditures on the person’s behalf. A candidate may be his or her own campaign treasurer or deputy treasurer. Your campaign depository must be a bank, savings and loan association or credit union authorized to do business in the State of Florida. The account may be entitled “(Name of Candidate) Campaign Account.” This account must be separate from any personal or business accounts. All monetary contributions received must be deposited in the campaign account within five business days of receipt. Only the campaign treasurer or the deputy campaign treasurer may sign campaign expenditure checks.
2. DS-DE 84 (PDF) Statement of Candidate - must be filed within 10 days of filing of DS-DE 9 (appointment of campaign treasurer). This form states that the candidate has been provided access to read and understand the requirements of Chapter 106, F.S.

AFTER filing the appropriate paperwork with the Village Clerk, candidates may then open a campaign account and begin to accept contributions and make expenditures.
Qualify to Be Placed on the Ballot
Candidates must qualify to run during the period starting at 9:00am on August 10th, 2026, through 12:00noon on August 21st, 2026, and provide the required items to the Village Clerk. Please keep in mind that candidates will be filing their paperwork during this time. As such, please schedule an appointment with the Village Clerk by calling 305 899-8000, or emailing the Clerk at villageclerk@biscayneparkfl.gov. This will ensure that your paperwork can be received and reviewed for completeness in time for qualifying.

6. Form 1 Statement of Financial Interests - Form 1 Statement of Financial Interests must be provided as part of the documents required to qualify. Candidates must utilize the Electronic Financial Disclosure Management System (EFDMS) to complete the disclosure form, then print the disclosure for submittal to the Village Clerk during qualifying.
Non-incumbent candidates (candidates who do not currently hold elected office or another position requiring the filing of a Form 1) must request an invitation to register to use the system. Once registered, the form can be completed in EFDMS, then printed for filing during qualifying. Please note that the form will contain a watermark on it that reads “For Qualifying Purposes Only.” To ensure a smooth and timely filing process, non-incumbent candidates are strongly encouraged to complete the Form 1 as soon as possible. This will allow sufficient time to address any technical issues that could prevent a candidate from qualifying.
Incumbent candidates (candidates who are currently holding elected office) and candidates currently holding another position subject to an annual filing may submit with the Village Clerk at the time of qualifying a copy of their 2025 Form 1 Statement of Financial Interests or a "Verification or Receipt of Filing."
7. State Assessment Fee – In accordance with State Statute, candidates must file an assessment fee in the amount of 1% of the annual salary of the office being sought. The annual salary for Commissioners is $2,000, therefore the amount of $20.00 payable to the Village of Biscayne Park from the candidate’s campaign account must be submitted.

10. Proof of Residency (one of the following showing residency in the Village of Biscayne Park one (1) year prior to filing):
o Property records: residential lease agreement, property deed, or mortgage statement

o Official correspondence: Mail from federal, state, or local government agencies.
o Financial records: Bank or credit card statements
o Other official documents: Current vehicle registration or voter registration card

Campaign Treasurer Reports shall be filed with the Village Clerk on the 10th day following the end of each month, except that if the tenth day occurs on a Saturday, Sunday or legal holiday, the report shall be filed on the next business day that is not a Saturday, Sunday or legal holiday. Failure to file a report on the designated due date shall subject the candidate to a fine as provided in F.S. Section 106.07(8). Fines must be paid from the candidate’s personal funds – not campaign funds
The Village Clerk will review reports for timeliness of filing, and typographical accuracy. It is the candidate’s responsibility to ensure that the information contained in the reports is true and correct.

However, the Miami-Dade County Department of Elections is in charge of registering voters, printing ballots, providing voting equipment, poll workers, monitors, and tallying voting results.
